Abstract
The article considers the trends in the development of the coal industry concerning a low-carbon economy and ensuring carbon neutrality. It has been determined that the carbon intensity of production and consumption of coal for 2017-2021 in Russia is increasing, which is a negative trend. Tools for ensuring carbon neutrality in the coal business have been proposed, including climate financing (carbon credit trading, green bonds and green certificates), financial support for technological innovations, for example, projects for capturing carbon dioxide and storing it in underground geological horizons. Among the directions for ensuring carbon neutrality of the coal industry, the implementation of forest-climatic compensation projects, coal gasification projects is being considered. It is proposed to expand the use of state support measures for coal mining companies, including the provision of subsidies, tax incentives, state guarantees for projects aimed at reducing greenhouse gas emissions and ensuring low-carbon development of the coal industry.
