Annotation

The study of external shocks that affect the sustainable development of the coal industry in Russia makes it possible to form economic policy directions that help minimize the consequences of negative trends that weaken the industry's potential in the short and long term. In light of the changing global economic structure, the development of the Russian coal industry faces a number of constraints: volatility in export prices for hydrocarbons due to market shocks; promotion of the economy decarbonization strategy; the introduction of economic sanctions by a number of Western states and the United States against the Russian economy in the field of finance, energy, transport, export of goods and technologies; infrastructure and logistical constraints. The influence of external shocks is exacerbated by the accumulated internal problems of the industry development. The expansion of the Russian Railways' eastern range and the construction of a bulk carrier fleet will help improve the situation in the Russian coal industry, however, the implementation of such investment projects may require significant financial and time costs.
