Abstract

Using the example of Kemerovo Oblast – Kuzbass, the important coal mining region of Russia, the authors examine the role and importance of rent in the formation of a circular economy in a resources-extractive region. For the first time, an attempt is made to integrate the concepts of rent and circular economy in the coal industry. In the first article, the authors present the rental concept of the circular economy as a means of implementing the state policy of rent “capture” in order to achieve the social and environmental goals of sustainable development. In order to conceptually connect rent and the circular economy, the institutional definition of rent is used. The article analyzes such an institutional barrier of the circular economy in the coal industry as tax policy, namely the mineral extraction tax. It is established that in this industry it is advisable to use natural resource rent as a source of financing for the best available techniques of the circular economy.
