Abstract

The coal industry in the Russian Federation, which accounts for 12-13% of the country’s electricity generation, remains the industry with the highest rates of occupational diseases and injuries: according to Rosstat, 79.1% of workers in the sector were employed in harmful and/or hazardous working conditions in 2023. The current system of state guarantees – additional vacations, reduced working hours, and increased wages – is regulated by Articles 92, 117, 147 and 219 of the Labor Code of the Russian Federation and Federal Law No. 426-FZ “On Special Assessment of Working Conditions.” However, recording of conditions of service and administering compensation remain largely paper-based, leading to information asymmetries, payment delays, and a lack of transparency in budget expenditures. The objective of the study is to develop and verify a digital model for recording the conditions of service of state civil servants performing control and supervisory functions in the coal industry, in order to increase the transparency of the provision of state guarantees. Methods: regulatory and legal analysis, comparative institutional analysis, statistical processing of data from the Federal State Information System for Special Assessment of Working Conditions (FGIS SOUT) for 156 workplaces of control and supervisory units in coal mining regions (Kemerovo Region, the Republic of Khakassia, Tuva) for 2020-2025, expert survey (n = 84). It was found that the implementation of a digital accounting platform reduces the average period for assigning compensation from 47 to 12 working days (a decrease of 74.5%), decreases the proportion of errors in documentation from 23.6 to 4.1%, and increases the information transparency index from 0.38 to 0.81 on a scale [0; 1]. The economic effect of administration automation for the pilot territories is estimated at 14.7 million rubles annually. The results substantiate the feasibility of scaling the digital model across the entire state control system in the coal industry.
