Аннотация

The article justifies the need to revise the development model of the Russian coal industry in the context of achieving industrial sovereignty, defined as the ability to independently reproduce complete technological chains. The paper identifies the following four key components of sovereignty in the investigated branch: technology, logistics, market and institutional-and-human resources. Based on analyzing the current macroeconomic indicators of the branch and the impact of external challenges, the researchers conclude that there exists a growing contradiction between the raw material export model and the requirements of technological independence. The article proposes a system of interrelated strategic vectors of transformation, including a technological breakthrough in processing, diversification of logistics and sales markets, environmental upgrades, and personnel retraining. The study aims to develop a scientifically sound approach to the structural transformation of the coal sector, making its findings relevant for government agencies in developing the industrial policy and for corporate strategy specialists in formulating long-term development programs.
