Abstract
The efficiency of ensuring regional energy security is largely determined by efficient legal regulation. In order to enhance the energy security of a federal entity, it is necessary to improve both the entity’s own regulations and the federal legislation. One of the key factors in efficient legal regulation is that the regulatory acts cover all the key social relations that need to be regulated. The purpose of this study is to analyze the federal legislation in the United States and Canada and regional legislation in two states and two provinces, i.e., California, Texas, Alberta, and Ontario, in order to identify a list of issues that must be covered by the regional energy security legislation. The comparative legal method and the method of analysis and synthesis were the main methods used to achieve the objectives set in this study. As a result, a list of public relations that must be regulated by law was compiled and divided into issues that should be addressed at the federal level and those to be resolved at the level of federal subjects. Further research will focus on identifying the most effective legal practices for regulating each of the issues included in the list.
