COAL INDUSTRY IN THE CONTEXT OF STRUCTURAL AND TECHNOLOGICAL TRANSFORMATIONS OF THE RUSSIAN ECONOMY

Abstract

The article considers the features and peculiarities of coal industry development in terms of structural and technological transformation of the Russian economy. The main contradiction in the structure of the Russian economy was highlighted: its sustainability and the necessity of qualitative structural shift in the conditions of passing to the new technological mode of the global world economy. It is shown that the stability of industrial structure provides a high degree of antifragility of the Russian economy and, at the same time, conserves its technological backwardness, which manifests itself in the form of a predominance of the third and the fourth technological structures (TS). At the same time, it was justified, that considering coal industry as the third TS has no independent value and does not determine its technological level. The article focuses on coal projection of structural transformation of Fuel and Energy Sector. It was concluded, that the level of technological development of the coal industry in Russia has not risen in recent years considerably due to the exhaustion of internal capacity to adapt to global trends in technological development. This necessitates active industrial policy, which will eventually change the Russian economy development model and the place of Russia in the world economic relations.
