Abstract
The article addresses the proposals for improving the health, safety and environment management system in the coal industry. Dynamics of the main indicators of the accident rate and fatal injuries is presented for the coal industry. The paper considers management-related causes of accidents and injuries at hazardous production facilities due to violations of industrial safety regulations and requirements towards mining activities. A list of violations related to mandatory safety requirements frequently encountered at coal mining operations, which could trigger an accident or incident, or have already resulted in an accident or incident, is provided. Following the instruction of the President of the Russian Federation, an auditing system should be established to improve the level of industrial safety at coal mining enterprises. Such a system will ensure a reduction in the accident rate at the operations and the resulting number of accidents and incidents in the coal industry. The proposed directions will make it possible to timely enhance the health, safety and environment management system and to proactively identify the risks of threats at hazardous operations in the coal industry of the Russian Federation.
