Abstract
In this scientific work, the Arctic zone of the Russian Federation is represented as an area with inestimable environmental resources and possessing unique natural and geographical indicators. The strategies of Russia in the field of development, scrutiny and exploration of Arctic and near-Arctic territories are considered both at the level of the state as the whole and in a particular constituent entity of the Federation – the Komi Republic. Information is provided on the development and operation of coal and oil deposits as mineral resources in the subarctic and arctic zones of the Komi Republic. The origins of environmental pollution in the near-Arctic and Arctic territories of Komi are determined. The fundamental approaches which are used by the courts in order to protect human rights to a conducive natural environment are defined. Tendencies in the trials of such cases in the courts were identified. It is indicated that the condition of environmental safety depends on the degree of effectiveness of many factors, including the level of warranty of judicial protection of human rights and freedoms in the Russian Arctic region.
