Abstract 

The operating conditions of a coal mining production association that are characterized by increasing uncertainty predetermine the need to form such a management system that would provide a comprehensive solution to the challenges of reproduction, adaptation and development. With this aim in view, we propose to use a hybrid model of development management that integrates the advantages and mitigates the disadvantages of the process-based and project-based approaches. Creation of the combined process-based and project-based development management system is impossible without the personnel being involved in this process through ensuring the balance of interests and responsibilities. It also implies the use of criteria that reflect the personnel's and production readiness for transformation, operational efficiency and sustainability; principles of advanced development; technology for designing and implementing a strategic program and development projects at all levels of management.
