Abstract

The paper presents the experience gained by PROMTECH LLC in designing a personnel access control and prevention system (ACPS) for rotary dumpers at Kirovsky and Rasvumchorrsky mines of the Kirovsk Branch of Apatit JSC by integrating a complex system of personnel and transport positioning with the local automated control systems. The article gives a justification of the topicality of the developed system, describes the basic technical solutions, the applied complex of technical means and the modes of operation. The ACPS is operated based on processing of data from the mine personnel positioning system by means of high-tech hardware installed directly in the dumper house, the signals from which are processed by a programmable logic controller and transmitted via a backbone data network to the central control room for registration and visualization in the SСADA system. The ACPS determines the number of personnel tags in the dumper house, compares it to the list of allowed tags and, if the number is exceeded, disconnects the dumper rotor and current collector of the electric locomotive from the overhead contact system. The dumper house is a mining excavation on the haulage level and it often accommodates not only the electric locomotive driver and the dumper operator, but also other employees of the mining company. The ACPS ensures their safe presence in the rotary dumper house. The project can only be implemented only through integration into the existing positioning system and is a functional development of this system. A correctly designed positioning system contributes to optimization of all the technological processes and, consequently, increases productivity and enhances work safety.
