Abstract

The paper reviews the experience of preparing the 'Clean Coal - Green Kuzbass' Integrated Scientific and Technical Project”. It also includes the project's normative base and the document handling procedure from the program initiation up to the issue of the order of the Russian Federation Government on its implementation.

The key challenges in the coal industry development and the related problems regarding the environment and the impact on human health are considered. The paper studies the relevance of these challenges and the main Integrated Scientific and Technical Projects (ISTP), aimed at solving these social, economic, scientific and technical problems. A list of products and technologies that are developed within the framework of the ISTP is provided.

The paper also presents a list of challenging organizational issues identified in the course of the ISTP preparation. A possible change in approaches to justify the topicality of the scientific and technical projects included in the ISTP is sown in terms of evaluation of technical and economic indicators of the developed technologies to the assessment of the risks of production downtime due to the lack of equipment, components and consumables supplied from abroad.
