Abstract

The fuel and energy complex is the most important industrial and social subsystem of the country, the level of development of which determines the economic well-being and comfort of citizens, as well as the stability of various economic clusters. To protect such facilities from unlawful interference, their security is entrusted to various government agencies and other organizations. Since the objects of the fuel and energy complex are obvious sources of increased danger, critically important or potentially dangerous objects, ensuring their safety should be organized in the most efficient way in order to guarantee their full operation and protection from various dangers and threats. Legal regulation of ensuring the safety of fuel and energy complex facilities also implies federal state control (supervision) over compliance with legislation in this area. At the same time, in 2016, by decision of the President of Russia, a new law enforcement agency, the Russian Guard, was formed, which, among other things, was entrusted with the implementation of federal state control (supervision) over compliance with legislation in the field of ensuring the safety of fuel and energy complex facilities. Method and methodology: the solution of the tasks of a conceptual study of federal state control (supervision) over compliance with legislation in the field of ensuring the safety of fuel and energy complex facilities at a new stage of regulation and law enforcement (since July 3, 2016) was carried out on the basis of a set of modern methods of scientific research: analysis and synthesis; systemic and functional knowledge; classification and generalization; abstraction and analogy; comparisons and deductions. The novelty of the study and the main conclusions: the work conceptualizes and effectively summarizes the scientific data and legal framework for the exercise by the National Guard troops of federal state control (supervision) over compliance with legislation in the field of ensuring the safety of fuel and energy complex facilities and reveals the main trends in law enforcement practice on this issue.
